NOBLESVILLE, IN (July 10, 2025) – Today, the City of Noblesville, alongside the Noblesville Police Department, announced the retirement of Noblesville Police Chief John Mann. Chief Mann will retire in October 2025. At that time, Assistant Chief Brad Arnold will be named Chief of Police, Deputy Chief Eric Cunningham will serve as Assistant Chief, and Captain Corey Everhart will transition to Deputy Chief over the Criminal Investigations Division.

Mayor Chris Jensen appointed Chief Mann in January 2020. Before joining the Noblesville Police Department, Mann served with the Indianapolis Metropolitan Police Department (IMPD) for nearly 30 years. Under Chief Mann’s leadership, the Noblesville PD, alongside the Noblesville Fire Department and the Mayor’s Office, initiated the NobleACT program, a proactive and sustainable mental health collaboration designed to strengthen community-based responses through partnerships with local police and fire departments, as well as area service providers. As part of the NobleACT program, there are three K9 therapy dogs, Luna, Carbon, and Sadie, who respond to calls for service and also serve the needs of first responders. Chief Mann has led the department by investing in officer wellness, ensuring that first responders take care of their minds and bodies so they are the best version of themselves, both on and off duty. Through these efforts, he implemented the “Noblesville Way,” which places importance on serving with pride, integrity, and honor, setting a high standard for the conduct expected from the department while on and off duty. Since 2020, the Noblesville Police Department has expanded its community engagement and outreach efforts, working closely with neighborhood and community organizations.
“Chief Mann has served our community with integrity, commitment, and strong leadership for the past five years. He has invested his efforts into making the Noblesville Police Department a place that officers desire to work with significant emphasis on a community policing and team-oriented approach. We will miss him greatly but thank him for his dedicated service to the citizens of Noblesville and to his department,” said Noblesville Mayor Chris Jensen. “We look forward to continuing to support and collaborate with Assistant Chief Brad Arnold in his new role and know he will continue to serve the City of Noblesville well, just as he has done the past three decades.”
“I have been so blessed to be a part of the Noblesville community and work alongside some very special men and women of the Noblesville Police Department,” said Noblesville Police Chief John Mann. “Noblesville is a special place, and I want to thank Mayor Jensen for this great privilege to serve. I’ll miss our NPD family, and I know that under the leadership of Brad Arnold, we will continue to serve this community with high standards and honor. P.S. I will miss the firefighters too.”
The Noblesville Police Department employs 111 sworn officers, 14 civilian staff, five patrol K-9 Units, and two K-9 therapy dogs. NPD was recently named the 12th Safest Suburb by SmartAsset, along with numerous other recognitions, including having School Resource Officer Jason Shonkwiler named SRO of the year in the State of Indiana. Looking ahead, the city is in the process of designing and building a new Police Station to meet the growing needs of the department.
