Part of a Bigger Vision: 600+ Acres of Smart Growth
While Finch Creek is a flagship component, it’s only one part of a broader development effort that reflects Noblesville’s strategic goals for housing, infrastructure, and livability. In August 2023, the Noblesville City Council approved an economic development agreement with PulteGroup of Indiana and TWG Development to transform approximately 603 acres in east Noblesville into a thoughtfully planned, mixed-use community.
Bound by 156th Street, 166th Street, Boden Road, and Olio Road, this multi-phase project is expected to generate a market value of more than $700 million upon completion. It includes:
- 690 Del Webb age-restricted homes
- 535 traditional single-family homes and 110 specialty housing units
- 295 market-rate apartments with a future phase of 200 more units, plus for-sale options like townhomes and condos
- 10,000 sq. ft. of commercial/retail space
- A 14,000 sq. ft. amenity center with a chain of lakes, sports courts, yoga spaces, and internal trails
This development supports the city’s 2021 Housing Study Update and aligns with the 2020 Noblesville Comprehensive Plan, delivering a diverse range of housing options for residents at every stage of life.
“PulteGroup presented us with a multi-generational development with a wide range of housing products and price points to address needs identified by the housing study,” said Mayor Chris Jensen. “This development also invests in expanding our quality of place emphasis, which will allow Noblesville to attract and retain quality talent to serve our business needs.”

Building Infrastructure and Community
In addition to housing and amenities, the project includes significant infrastructure commitments. PulteGroup will improve key corridors, including Boden Road, 156th Street, 166th Street, and Olio Road, and will fund the city’s $400,000 share of a Federal Highway Matching Grant to construct a roundabout at 166th Street and Boden Road.
New perimeter pedestrian paths will enhance walkability and connect the area to Noblesville’s growing trail system, promoting a healthy and accessible environment for all.
