West Gateway Planned Development District

The West Gateway Planned Development District (WGPD) is a direct result of the Downtown Strategic Development Plan and the desire to take an underutilized commercial area on the west side of the White River and transform it into an extension of Downtown Noblesville. In order to make this happen the zoning and development standards of that area needed to be completely transformed. However, there were still viable businesses and buildings in this area that needed to be planned around rather than a cut and clear approach. This is why the City's Planning Department decided upon a zoning overlay.

This side of the City presents particular challenges–mostly because a majority of the developable land is in either the floodplain or floodway. However, we realize that this area is just too important to Noblesville's core to neglect, and the overlay is the first step to enhancing the redevelopment potential and integrate that development with downtown Noblesville.

This district is intended to provide for a western extension of downtown Noblesville by offering standards for building architecture, location of accessory parking and pedestrian-oriented features as well as provisions for land uses complimentary to the downtown, Riverview Hospital and Forest Park. Within this district are a number of subdistricts that represent various physical character areas. Although the WGPD will be developed in a unified and coordinated fashion, each of the subdistricts has a tailored purpose, us, bulk and site development standards reflective of its location, function, and desired appearance.
