Q: How do I start a business in Noblesville?

A: The City of Noblesville currently does not require business owners to register or obtain a permit to start a business within the City limits. Also, if you are interested in locating your business in your home to start out you can do that as well as long as that location is also your primary residence or is zoned for commercial use. The City also has various resources for individuals starting business ventures such as partnerships with SCORE, who maintains office hours in City Hall from 9am-3pm on Wednesdays (call 317-776-6324 if interested in an appointment), and the Entrepreneurship Advancement Center.

Q: What is the process for obtaining a tax phase-in (abatement)?

A: Tax Phase-Ins, also referred to as tax abatements, are given to certain new and existing businesses who commit to a significant dollar investment in either real (typically a new building) or personal (new equipment) property. The City’s Economic Development Department typically uses a decision matrix that awards points to the project depending on dollar investment, new jobs to Noblesville, the average wage of those new jobs and the actual location of the project within City limits.

Q: Are there any grants or loans available for me to start/expand my business?

A: The City has a few programs that can financially assist a new or existing business. Our tax phase-in tool can greatly assist new, larger businesses (see above). However, on a smaller scale, the City also employs the Façade Improvement Grant Program which awards 50/50 matching grants to building owners in the downtown area, as well as the Small Business Loan Guaranty Program where we partner with local banks in order to leverage conventional and SBA loans for individuals that may not normally qualify.
