Business & Development Process
The City of Noblesville is dedicated to increasingly improve the business and development process as individuals, developers and contractors navigate their way through our requirements. You can navigate the process for developing property by clicking on the titled headings below. This guide was developed to assist the general public with understanding and navigating the City's development review process. The goal is to provide a basic understanding of various City requirements when seeking to develop property within the city. Each project is unique so if you find that the chart does not answer all of your questions please contact the Noblesville Planning Department.
Whenever you are changing a structure, whether it's a structural component, electrical, plumbing etc the process requires a permit and other important steps to make sure all changes are up to code.
Significant remodeling will require a Construction Design Release from the Indiana Fire & Building Services Division and a local permit from the Noblesville Planning Department.

Change of use in a particular part of the building could trigger Road and/or Sewer Impact Fees.

All additions to your home or place of business require permits from the City's Planning Department. The permit ensures the structure is safe, complies with regulations, and is not harmful to utilities, the environment, etc.
Construction plans (prepared by a civil engineer) are required to be submitted to the Planning Department for review by the Technical Advisory Committee (TAC).

Performance sureties (bonds, letters of credit, etc) will be required to be posted for any public improvements proposed to be installed and/or modified and for erosion control installation.

Following TAC review, make necessary revisions to plans and submit for an Improvement Location Permit (ILP) and Construction Release at a Pre-Construction meeting scheduled with the Engineering Department.

A building permit is released following review, approval and payment of applicable fees.

A schedule of building permit inspections will be provided by Planning for direction.

Certificate of Occupancy is issued following approval of all inspections.

Downtown Noblesville is unique in its setting, history and importance to our residents and visitors. Because it is unique it has different standards than much of the rest of the city.

A facade improvement may be eligible for a grant from the local Facade Improvement Grant Program.

Before beginning development on any non-residential project there are several steps you will need to take to make sure your new building will be in compliance with local regulations regarding land and construction. Some examples of non-residential buildings may by: offices, churches, retail, factories, warehouses, daycare centers, etc.
Use of building should comply with existing zoning.

Architecture of building should follow guidelines set forth in the zoning ordinance.

Industrial and Office buildings may be eligible for a tax phase-in.

Developing an existing commercial lot entails coordination with various City departments and includes information regarding drive locations, offsite roadway improvements, drainage issues, general site layout and more.
Use of building should comply with existing zoning.

Determine if existing infrastructure will support intended use (roads, sewers, utilities) Contact Engineering.

Architecture of building should folow guidelines set forth in the zoning ordinance.

Industrial and Office buildings may be eligible for a tax phase-in.

If outside of the City limits and if sanitary sewer is needed a petition for annexation will be required (no fee).

A building permit is released following review, approval and payment of applicable fees.

A schedule of building permit inspections will be provided by Planning for direction.
